Why should schools audit their entire student rosters for residency fraud?
School boards nationwide are reporting a significant increase in the number of out of district students being identified. The concern is that most schools are only able to identify the tip of the iceberg. Even though parents must provide adequate documentation to satisfy residence requirements, many of these documents can easily be forged or created. Schools boards also have an obligation to local taxpayers to insure that only legal residents attend the local school system.
How often should schools audit their rosters?
Ideally, school boards should audit their entire student roster once per year. Students who may have provided legitimate documentation the prior year may no longer be valid due to a change of residence or divorce.
How long does it take to run a database Residency Audit Report?
The results of a Residency Audit Report can be provided within 3 business day. This will allow us sufficient time to review the results and provide recommendations for optional interviews, investigation, surveillance, or other action authorized by the board.
What information needs to be provided for a Residency Audit Report?
In order to run an accurate Residency Audit Report you will need to provide us with the full name of the parents along with any identifiers such as date of birth or social security numbers. (We can still run the report without DOB or SSN) We will provide you with an Excel database worksheet with the appropriate columns to be filled in for each student.
What does a “Match” or “No Match” report result mean?
The Residency Audit Report will compare the address provided with the address listed within the database system. If the address matches, the result for that student will say “Match.” If the address in the report result is different than the information it will generate a “No Match” result. However, a “no Match” result may not confirm residency fraud, rather an indicator that additional investigation is required.
What is the next step for “No Match” results?
Our investigators can conduct additional data research, which could resolve the no match issue. In many cases a simple inquiry can resolve address discrepancies .However in most cases interviews, investigation, and surveillance will confirm residency fraud.
What does a Residency Investigation include?
Our investigative staff will review all of the “No Match” results and determine the best method to confirm the student’s actual residence. In most cases, our investigators can confirm the actual residence by conducting telephone interviews of neighbors. When interviews confirm potential fraud, we will conduct surveillance to confirm and document residency fraud.
How will Surveillance prove residency fraud?
Our private investigators are trained and experienced in conducting covert video surveillance. The surveillance will document the student departing the actual domicile residence on various days. The surveillance together with documented interviews and database research will confirm residency fraud and then it will be up to you school board policy as to best proceed.
